New North Zone was established in December 2000 in Chongqing in an essential strategic decision made by Chongqing Party Committee and Chongqing government to speed up Development of West Region, make efforts to build Chongqing into economic center at upstream Yangtze River, and comprehensively build well-off society in an all-round way. In December 2007, in order to carry out and implement "314" Overall Deployment made by Secretary General Hu Jintao for developing Chongqing, Chongqing Party Committee and Chongqing government decided to implement "Three Zones in One" management system for New North Zone, Economic and Technological Development Zone, and High and New Technology Industries Development Zone. For the New North Zone after integration, its total land area reached 157.5KM2. The land area is vast, resources more concentrated, policies more preferential, and advantages outstanding. It is expected that in 2008 GDP will reach RMB 46 billion, gross industrial output value will be RMB 117 billion, and local financial revenue RMB 5.9 billion.

       In the next five years, New North Zone in Chongqing will redouble the efforts to take the lead in developing inland open economy. Orbiting around the three functions of "base of modern industries founded on high and new technologies, core growth pole among key growth poles in west area, and city image display area", New North Zone will focus on development of vehicle, electronic information and modern service industries the three pillar industries and instruments and meters, biomedicine, energy equipment, beverage and food the four featured industries, set up another four industry zones, complete and enhance two industry zones, build four modern-service-industries-concentrated areas, and preliminarily complete the task of development and construction. By 2012, gross industrial output value will reach RMB 300 billion, among which output value of auto and auto parts will be 50% and that of software and service outsourcing industries will be the other 50%, so that the zone will be built into high and new technology development and manufacture base for IT, instruments and meters, new energy (light) source, etc.
