In the world map suspending in the hall of United Nations, only four Chinese cities are marked, one of which is Chongqing. Somebody said that the territory of Chongqing looked like a phoenix. And Chongqing New North Zone, which is like a butterfly branded the phoenix in the chest, takes a very great part in the whole economic development of Chongqing.

    Ⅰ. The strategic status of Chongqing in the development of Chinese regional economy

    Chongqing is the joint of the east and the west of China with Sichuan, Hunan, Hubei, Shanxi, Guizhou as its neighors. On January of 2009, the state council issued the document about promoting reform and opening up in both rural and urban areas of Chongqing(Guofa(2009)3)), which clearly stated that CNNZ will be developed into a model area for inland open economy and an area for high technology research and development, manufacturing and modern services. On June 18, 2010, ratified by the State Council, the Chongqing Liangjiang New Area (CLNA) was officially established. As a part of CLNA, CNNZ was planned to be developed as the core zone and leading zone.

In the April, 2008, the commercial delegation from Singapore came to CNNZ, and the Minister of State for Trade and Industry of Singapore, also the delegation leader, Mr. Li Yixian said, “CNNZ is an ideal place for investment and leisure due to its convenient trasportation and first-class environment.”

Above 80% of Chongqing top ten software companies locates in Neptune building and Mercury building in CNNZ, where one of the Chongqing’s first creative industry bases was set. It ended China’s history of having to import medical equipment from other countries. It will become an important research and production base of generating electricity by windpower at home in three to five years and get into top three in this field in the whole country, which will also become an industrial project of windpower with an output value over 10 billion yuan in the field of equipment manufacturing industry in Chongqing.

    Ⅳ. Main investment platform in New North Zone

    In following five years, New North Zone will be accomplished and six industrial parks and four gathering places of modern service industry will be set up. The six industrial parks are Huangmao Ping industrial park mainly for automobiles and the compare parts with the planned area of 3.03 square kilometers, Pingchang industrial park mainly for new energy, equipment manufacturing and automobile parts with the planned area of 5.87 square kilometers, Dayun industrial park mainly for electric information, medical instrument and bio-medicine with the planned area of 4.35 square kilometers, Huachao industrial park mainly for new energy, equipment manufacturing and automobile parts with the planned area of 6.58 square kilometers, Cunyun industrial park mainly for automobiles and the compare parts with the planned area of 4.06 square kilometers and Shabao industrial park mainly for instrument and meters (including medical instrument) and bio-medicine with the planned area of 2.65 square kilometers. In the coming five years, another 400 billion yuan RMB will be invested in fixed assets, which will provide more investing space and create many cooperating opportunities for investors home and abroad.

    V、Government Services, Investment Costs and Cooperation Prospects of CNNZ

    1、Government Services of CNNZ

    After joining the WTO, the investment environment is increasingly becoming a major regional economic competitiveness, and the quality of investment environment is mainly determined by government services.
