Positional Advantages
Chongqing New North Zone (CNNZ) is located in the metropolitan area of Chongqing and the intersection area of both the Yangtze River and the Jialing River. It borders Cuntan harbor area on the east and over looks the Jialing River to the west and Yuzhong Peninsula to the south and backs Chongqing International Airport to the north. Through several bridges, the zone is connected to Shapingba and Beibei District where a large number of universities and research institutes are located. With a planned area of 136.6 square kilometers, the zone consists of the Replacement Areas for Chongqing Economy and Technology Development Zone and Chongqing High and New Technology Industry Development Zone, Chongqing Export Product Processing Zone and Foreign Affairs Management Zone . Here, the airport access highway , Chongqing-Changshou expressway and Chong-Hechuan expressway forms a huge “U”; the Jiangbei Passenger Transportation Station, Chongqing’s future passenger transportation hub will be constructed and put into operation in 2005. From here, eight railway routes lead to other places of the country. After the Three Gorges reservoir area is constructed, the zone the benefits from the Yangtze River and the Jialing River known as the “Golden Waterway” will be able to extend its acess to other rivers and the sea. The planned telecommunication facilities and the telephone exchange switching center, the largest one ever built in southwest part of China, which is located in the southern edge of the zone will form a modern digital, intelligent and personal communication network that integrates voice, data and image transmission services. The social information resources will then be digitalized and a public-benefiting and commercial database that is adaptive to the market economy will be built.
Space for Development
The New North Zone is a modern industrial base aimed at developing high and new technology industries. It also serves as a core growth pole for highly-developed metropolitan economy and demonstration of metropolitan landscape. The zone consists of the Economic Development Park and High and New Technology Development Park, which, covering a total area of 91.73 square kilometers, is planned into seven component areas, exhibiting a multi-center arrangement. The component areas are separated by ecological green land, ecological sightseeing agriculture and municipal-level green parks. Inside each component area is a green-land system built in the manner of exhibiting spots, lines and surfaces so as to achive a “harmony of people, city and nature”.
Main Industry
Renhe Component Area is planned to be CNNZ’s central commercial service area. Priority will be given to developing optical and electronic equipment industry, biological pharmaceutics and high-grade residences. Dazhulin Component Area will be a modern environment beautiful industrial area that are mainly made up of the information industry, software industry, optical and electronic industry and bio-engineering. Cuiyun Component Area is to build a moern auto city combining production with development, sales, education, expo and tourism with Chang’an-Ford as the main body to development automobiles, motorcycle parts, dies design and new auto material. Huangmaoping Component Area is to mainly develop the modern manufactuing industry. Jinshan Component Area is to mainly develop the exported product processing industry and modern logistics industry. Yuanyang Component Area is to mainly develop the third industry and high-class communities for Cuiyun Component Area and Jinshan Component Area. Lijia Component Area is to be built into a high and new technology research and development area as well as environmentally beautifull residential area.
Infrastructure and Facilities
As a Chinese saying puts it:" to entice a phoenix, one must first build an attractive next for it", the construction of CNNZ has an overall development mode. In two years since its development, a number of important infrastructure and facilities have been constructed and put to use. This has helped to create a favorable condition for the great influx of enterprises into the area. From 2003, the new round of comprehensive construction of such major projects as transportation, power supply, water supply and drainage, information facilities, ecological environment improvement and other infrastructure in the Zone’s area will involve an investment of RMB45 billion and this will help build an excellent environment for industrial development and living.
Power supply facilities: RMB1.55 billion has been invested in constructing four 220KV and fifteen 110KV electric power transformation and distribution projects, six secondary gas distribution projects and one 256KM main natural gas pipeline project.
Water supply and sewage system: RMB3.49 billion has been invested in constructing a water supply and sewage system. The planned immediate-period capacity of water supply is 300,000 m3/d and far-future capacity 500,000 m3/d. The quality of water output from the water purification plan as well as from the water distribution pipeline network will reach the EEC standard. The planned sewage capacity is 260,000 m3/day.
Information facilities: RMBI.483 billion has been invested in constructing a modern digital, intelligent and personal communication network that integrates voice, data and image transmission as well as a public-benefiting and commercial database adaptive to the market economy.
Comprehensive transportation network: RMB28.979 billion has been invested in constructing a comprehensive network that consists of highways, railways, waterways and airways. The Jiangbei Passenger Transportation Station, a switching center of Chongqing's railway transportation system, will be built and put into operation. The Cuntan container harbor area and logistics park that has a capacity of handling 700,000 standard-size containers and 300,000 tons of roll-on-board cargo trucks.
Road network: A #-form radiating main road network has been built, which includes 497 km roads with more than 16 m wide, bus bays and stops and four railed traffic lines that connect the New North Zone.
Cut through mountains and sail to the sea in order to invigorate chongqing.
Jinkai Avenue: The route, leading from Yuanyang Township to Renhe Township, is an expressway 54 m wide and 13.5 km long.
Jinshan Avenue: The route, leading from the riverside of the Jialing River in Lijia Township to Cuntan Harbor Area on the Yangtze River,is an expressway that measures 54 m wide and 11.6 m long.
JintongAvenue: The route, leading fromYuanyang Township to Dazhulin Township, is an expressway that measures 54 m wide and 10.2km long.
Jinhai Avenue: The route, leading from Dazhulin Township along the riverside to Lijia Township, is a landscape expressway that measures 16.5 m long.
Jinxing Avenue: The route, leading from Renhe Township to Tongyan of Yuanyang Township, is an expressway that measures 44m wide and 15.3 km long.
JinyuAvenue: The route, being a part of the Middle Ring of metropolitan area that traverses the New North Zone, is an expressway that measures 54 m wide and 6.4 km long.
Jinzhou Avenue: The route, leading from Lijia Township to Dazhulin Township, is an express way that measures44m wide and 7.3 km long.
The seven first-grade main roads combine with each other to form a "Jin (Gold) "-series road network expressive of the motto "Cut through mountains and sail to the sea in order to invigorate Chongqing". "Cut through mountains" allegorizes the determination of the people in the New North Zone to create a bright future in the spirit of reform and opening up while "sail to the sea" means to give up the near-sighted attitude and expand the view to cover the whole country and mingle into the world economy. "Invigorate Chongqing" is the common willingness of the 31 million people of Chongqing as well as the sincere wish and sacred requirement of the people bestowed on the New North Zone.
ECOLOGICAL ENVIRONMENT
RMB4.89 billion has been invested in constructing a number of large ecological green land and public green areas which make a harmony of "people, city and nature". |
