Faced with the significant strategic opportunity in the first decade of the 21st century and the situation in which other development zones in the country are growing rapidly, the people in the CNNZ have been given the important task of "build Chongqing another high start point and high-level industrial base"assigned by the 31 million people of the municipality. The yare determined to go all out to speed up the process of construction. To achieve this aim, a three-step development strategy has been formulated.
Three years' effort in laying the foundation: From 2003 to 2005, the mainstay network of infrastructure in the seven component areas will be completed, some key functional projects will be put into construction and part of them will be completed and put to use. The auto-making, optical and electronic equipment and biological pharmaceutics and software industries will be initially built with an annual total output of RMB24 billion.
Framework for Five Years Plan: By 2007, construction of seven component areas will be commenced, a number of symbolic and functional projects showing the level of Chongqing municipality will be completed and put into service, the effect of the convergence of three industries will be initially seen and the annual total output will top RMB ￥48 billion.
Framework for Eight Years Plan: By 2010, construction of seven component areas will be completed, and the frame with high-tech industry as the guide, modern manufacturing industry as the support and the all-round development of modern service industry will be formed. All such works together with Chongqing Economic & Technological Development Zone and Chongqing High-tech industry Zone to make another Chongqing industry and achieve the annual total output of RMB ￥150 billion.

Chongqing New North Zone is to become the window of Chongqing for opening. development and connecting with the world. It will be built into a modernized industrial base with high-tech industry as foundation, an urban landscape demonstration zone, a polar of the growth of developed economic circle and a modern urban area with the harmonious co-existance of man, nature and city and the display of both scenes of mountain city and river city.
